This guy left his dog in a wire cage for days out in this blistering heat and sun for days with NO water or food! The dog died June-23rd. Dog left out in blistering heat w.no food or water. Died on June 23 . Owner Charles Bell. He was not arrested but given a summons so there will not be a record anywhere unless he is found guilty.
